Hi!
You can add this texture as a mask on your camera.
If you want a Camera Render target to be square to match aspect of this image you can switch DeviceProperty to None and set aspect to 1.

I think the reason of camera mask is not working as you expect is because it's not masking its input - it's masking what it's actually rendering. Here is some workaround. I am rendering device texture to a camera with mask. I use output as an texture for Image in second camera
Also your texture has transparent pixels in the center. If you want to use it as opacity mask fill the circle with the white color. You can create a material - set device texture as a baseTex and mask as opacityTex. But their aspects doesn't match.
Or you can just draw original image with transparency over the device texture. I added a simple script and setup that fills everything around with black. Project is here
