Hey Rashed,
To create that effect, first you need to create a Screen Image by selecting "Add New -> Screen Image" from the Objects panel.
Then select the Screen Image object and in the Inspector panel, change the stretch mode to "Fill" instead of fit so you always make sure that your photo is always filling the screen.
Then in the Resources panel, click on "Add New -> From Image Picker".
Then make sure to select the Image Picker and then in the inspector panel check the "Show On Start" checkbox.
Finally, select the screen image in the Objects panel and set the Image picker as texture to your image.
