Could you solve your problem? I'm running in the same issue here.
I don't think it would be related to the laptop you're using but rather the phone. On my side it is not running on a Redmi note 9 Pro.
EDIT: actually lenses developped by snapchat using hair simulation are running on my device, so it might be something else
I haven't solved it, @....
But my guess is that hair movement is related to the ML capacities of the system. And in my case both, Mac and smartphone, don't come with the newest ML capabilities.
