this is one of snapchats newer lens. I know how to do the hearts i am wondering about the actual filter/distressed kinda look. someone help my brain hurts from trying to figure it out!

if you mean the grain by the distressed look, there is something in the 'Asset Library' for you.
There you can find a cinematic grain effect and grain textures pack that can be overlayed using screen images.
this would be the closest thing to get, without going into too much detail of creating these textures yourself outside of Lens Studio.
The soft look is achieved by a very well-done pastel-colored LUT and the face is using face retouch and probably some options from the makeup controller (lips, from what I can see).
Of course, there probably are tweaks that I am missing here, but for now, that should be a rough overview of how the Lens has been created.
