I wonder exactly this, and I think it is honestly just random. I’m not exactly sure, but I do believe there is some way to request one.
There was a way to request a creator profile but they discontinued it.
I think it helps posting your new creations on here. Just make good content and lenses that you know people are going to enjoy. Some day they will upgrade you.
But you can make your public profile really easily. You dont have the creator features but the basics. Here's a tutorial:
