If you'd like a Public Profile, they're slowly rolling out to everyone on Snapchat for all Users / Creators who'd like to show themselves as a User / Creator or to grow their Audience on Snapchat. On how to get one, I've left the About Profiles page from the Snapchat website on how to Create one (at the bottom of the page), hope this helps

If you are talking about the "Official Lens Creator" (OLC) Profile, you can't apply for that anymore. Snapchat reaches out to you, if they think that you are a good addition to the team.
