I am not sure what you mean, but it is possible by holding the Snap longer to make a video which is longer than 15 seconds.
It works with and without filter as far i know

Hey Linnea Devin!
You can record up to 1 minute with your snapchat camera (with or without a filter). Simply hold down the button longer.
If this doesn't work, make sure you are updated to the latest version of Snapchat on your App Store and try again!
