I didn't like the light glare on the preview so I went to the default light and tried to turn the intensity down and I'm able to move the toggle but the light in the preview stays the same? am I supposed to do something else or is it just broken because the glare is far too much seeing as I wanted it more matte.

Can you share with us a screenshot of what you are referring to?
Also, you might be able to change the glare depending on the material of the object that is reflecting. If you go into its material settings, there should be some slides to change reflection parameters, such as roughness, that would help make the reflection less glare-y.
