Unfortunately, it's likely due to the operating system or hardware you're using – since they don't meet the system requirements for Lens Studio.

Minimum Requirements
Operating System: Windows 10 (64 bit); MacOS 10.11+
Hardware: Minimum of Intel Core i3 2.5Ghz or AMD Phenom II 2.6Ghz with 4 GB RAM; Intel HD Graphics 4000 / Nvidia GeForce 710 / AMD Radeon HD 6450 or better; screen resolution of 1280x768 or higher

Lens Studio does have a feature where you can turn on "do not promote".
you can use the UserContextSystem as well and write a code that checks the display name of the whitelisted people,
if they pass, then show lens
if they don't pass,
dont show anything.
Keep in mind, people can change their display nanme to the whitelisted people's display name and they will pass.
If you do decide to do it like this way, i wouldn't tell people who is added to the list
You can make a fix for that by adding "city" and such in the checks.
Let me know if you want me to write a simple script as a example.
You can set the lens to do not promote after publishing as well. This will hide it from your profile and search. It can only be accessed from the link or by seeing someone else use it.
