Unfortunately, it's likely due to the operating system or hardware you're using – since they don't meet the system requirements for Lens Studio.

Minimum Requirements
Operating System: Windows 10 (64 bit); MacOS 10.11+
Hardware: Minimum of Intel Core i3 2.5Ghz or AMD Phenom II 2.6Ghz with 4 GB RAM; Intel HD Graphics 4000 / Nvidia GeForce 710 / AMD Radeon HD 6450 or better; screen resolution of 1280x768 or higher

I'm not sure, but I'm assuming a static object is a real world object that you want to overlay with fire in AR:
For a 2D object, you could use Marker Tracking, and attach a fire GIF to it. For a 3D object it might be more difficult. I would recommend using the Particle System and the user being able to re-position the emitter on a 2D plane in the Orthographic Cam.
If you mean an AR object, as in a 3D model, then you could just use the aforementioned particle system with an emitter coming from the object.
