I have been trying to get this effect since forever but I saw that Bryan made a kira filter recently. Maybe check that out.

to create the Kira-kira or bling effect you will need to use edge detection + a photo reference (sparkle or bling), then use the material editor. it is pretty hard to explain, but i might make a detailed video of how to create a similar or accurate recreation of this trendy new style!
