Can you explain a bit more or provide visual example of what you mean by "particles to billboard"?
By default, each particles should always face the camera. Is this not what you experience?

Nope, not for me. Especially if you try and rotate the particles--perhaps that breaks it? Is there any way to rotate camera-facing particles about their camera facing axis?

I would also like to know how to have particles face the camera (I use flipbook textures).
I have "Device Tracking" set to "Rotation" (the gyroscope behaviour I need)
Unfortunately, particles do not face the camera.

EDIT : I found that at creation time, particles correctly face the camera, but when they move they don't update their orientation to keep facing the camera. So, currently it only works ok if you set particles speed to zero.

Thank you for bringing this up! We found that although particles face camera when using device tracking "surface," it does not continue to face camera when using device tracking "rotation". We've filed a ticket to make this fix for the next release.
If this is not what you mean, can you share a sample project to get on the same page?

You're correct, since the particle system doesn't use a standard object for each particle, a script won't really help.
If you don't have a lot of particles, you can consider instantiating objects using copySceneObject where you can then add a Look At component in the Inspector panel to have it always face the camera.
We filed the issue which should be available in the next release. We appreciate your patience as we work to fix this.

A release yesterday would have been nice ;-)
Today our client decided to change the project to not use particles, because it's too risky to wait for a bug-fix, they want to be sure it will work as expected.
In 2 weeks from now we will start a new project, it will use particles if the bug is fixed.
