I can see that you are using Legacy Sprite and Aligner for your purposes.
On latest Lens Studio we have new Image, Screen Transform and Screen Region Components, created specifically for this purpose Please check out this quide
Capture Screen Region is slightly smaller that Full Screen Region and depends on a device. The most simple solution - use Capture Region, make your frame thicker at the top and make it's Screen Transform bigger than Screen region.
That's may be enough to play with.
If it's not - here is another approach based on different Render targets.
1. Press AddNew -> Screen Image on the object Panel.
2. Set you frame Texture and set Stretch Mode to Stretch.
Parent object of this sceneObject has ScreenRegion Component by default. If it set to FullFrame - it will use Full Frame on Live Mode.
3. Press add New -> RenderTexture on a resources panel. Call it Live Render Target. Assign it as a render Target of Orthographic Camera. Set input of this Live Renter Target a to previous Render Target you had in scene.
4. Duplicate your Orthographic camera, call it Capture Camera. Select child object , set region of ScreenRegion Component to Capture. Also duplicate Live Render Target, call it Capture render Target and assign to Capture Camera.
5. Open SceneConfig Panel (Window->Panel->SceneConfig) and set Live and Capture Render Targets accordingly. Check out screenshot below or a project
Now frame will fill full screen both on preview mode and after lens is captured.
