Fire Animation?

I'm not sure, but I'm assuming a static object is a real world object that you want to overlay with fire in AR:
For a 2D object, you could use Marker Tracking, and attach a fire GIF to it. For a 3D object it might be more difficult. I would recommend using the Particle System and the user being able to re-position the emitter on a 2D plane in the Orthographic Cam.
If you mean an AR object, as in a 3D model, then you could just use the aforementioned particle system with an emitter coming from the object.Here is the YouTube video on how the Particle System could be used for your purpose.
