but then I click submit lens and all the screens let me select login and do all this but the last one I cant even get it to open!!!!
Minimizing and scroll not doing
See how come its not a smaller window and all the features went to minizmize or size the window are blocked
trust me Ive went through all the settings Im not stupid with tech help please

It seems like the resolution of your computer is too low and the prompt is being cropped.. Are you able to tune your computer's display resolution? Go to your display settings (http://www.thewindowsclub.com/change-screen-resolution-windows-10-2) and select the highest resolution that's available.
This is gonna be tricky but you can do it:
Try pression Ctrl+Alt+Left Arrow.
Your screen will turn, but you now can see the full window, try to submit it, then press Ctrl+Alt+Up arrow and everything will be back to normal.
