You can access UV scaling with pass.uv2Scale, and UV offset with pass.uv2Offset.
However, these will only work if your material is set up correctly, with UV Transforms/UV 2 enabled and Base Texture/Base Tex UV set to Transformed UV 2. You may also want to set the Wrap Modes in BaseTexture to Repeat.
